anyone know how much benifits we gain from every % Mastery

and i just know it from someone that every mastery do give you bonus for example Bicehon 90 = 90% bonus.. so does it mean we gain 90% bonus damage in Bicehon skill or something? how much we gain from every Percent? does this work for Lightning force? for the Piercing force.. does the Extra bonus increase the +mag damg of lightning force? im a pure str bladder.. i was thinking to max Lightning force if the extra bonus do increase the percing Skill.. is that a good ideal? im confuse with the bonus.. so if anyone understand this bonus stuffy well.. please tell me or some calculation would be sweet
