what is the idea of having ++ on your waepons??

It increases the weapons value, makes it look cooler, and I believe makes it hit harder.

"IF" I understand you correctly. Thats a big IF.

If your weapon is a lvl 21 glavie. And it has a +3 on it. Not str/int/etc but on the weapon itself. Then it has the overall "value" of a lvl 24 glavie. But your character only needs to be at lvl 21 to use it.
