Say i have a 9 gap with only 1 elemental skill added, if i raise the level of my skill (not master skill but the skill of my elemental force) will it still be a 9 gap and everything the same.

Yap! Don't raise any of your mastery to stay at 9 gap. But if you want to raise any skills, it may requires mastery level.
