lowering my mastery

well i heard you can lower your mastery skills and i was wondering how if i acually can or can not.
You can delevel masteries in two ways:
1. Item mall potions for 100% sp retrieval, but cost real money.
2. Curst Heart quest potions for 80% sp retrieval, but cost in game money.
