Weapon Mastery lvl for a Pure INT Nuker...

Ok, so I have looked around, and maybe I am just awful at using Search, but I have not been able to find the specific answer to my question. Maybe it has not been specifically answered, because it is such a n00b question that it does not need to be answered...at any rate, I have been wondering, so I am going to ask.
The Question:
Does Leveling up a weapon mastery tree give a % damage increase when using nukes, OR does the % damage increase only apply to using skills for that specific weapon?
Just to clarify, if needed:
For a spear user, with Heuksal Mastery @ 23 there is a 23% damage increase, will this 23% apply to nukes when weilding a spear, or does it only apply to the damage when using Heuksal skills?
I am trying to decide if I want to continue leveling my Bicheon Mastery, or if I want to only focus on Fire/Light. Basically, I am getting ready to settle in for some farming at flowers and I want to decide how much SP I need to farm.
Of course, none of this may matter, because I am thinking of turning hybrid after I finish farming, so of course I would level up my swrod skills, but I am just not sure, yet.
