How many Skill Points does it take to have one skill.

How many Skill Points does it take to have one skill.

What i mean is how many skill points does it take to fill your whole skill up. Meaning with all requrimentsnothing more (ex.. river force lvl 9 for the next river force. Ive searched the forums and i couldnt get anything on this. Thanks Alot
