Sword KD skill

I was planning on getting lvl 1 of the kd skill just to kd people if they got close, then i saw (lvl 19) next to it, what does that actually mean?

it means you can't use it until you are level 19 in bicheon

At the designated level, there is a 50% chance to KD. For every level your opponent is higher, the chance to KD slightly decreases. In the case of book 1 lvl 1 kd, it would be 50% to KD if the opponent is 19. There is a less chance the higher the other person's level is compared the KD level.

Thanks v. good explanation. I was thinking of leveling it a few times, keeping bicheon at about 30 or 40
