Quick question about % behind skill dmg

as the topic, wut does that % represents??

ex:

Strike n' smash
skill level 1
Physical attack power 15~18(150%)

wut does that 150% mean?

its was a increases of damage,more higher than more damage!!!

by that i assume, higher%=longer casting, am i correct?

I think that would be safe to assume, since ive also noticed that the higher the %, the longer the casting is.
