Which Imbue does more damage in PvE: Fire or Lightning ?

For pure str characters, anyone with both imbues and masteries at the same level care to share?
I'm especially interested in the imbue damage after the 50% parry reduction kicks in, would lightning outdamage fire, or only match up and equal fire's damage add?
