It will take some time to fix your character, but it's still reversible. (Although it might be easier to start over.)

The bad news:
I'm amazed to see that you pretty much lvl'ed each skill tree.
You should only choose 3 trees and lvl those. One will be your weapon tree and the two other will be force trees. For a S/S Nuker, the most common build will be Bicheon/Ice/Lightning.

Chinese characters only have a mastery limit of 300. Which means that a lvl 100 character is only able to max out 3 skill trees.

The good news:
You should be able to get the "Resuscitation Potion" quest from any potion merchant in town. You'll need to collect cursed hearts. For every 10 cursed hearts, you will get 1 potion. And with 1 potion, you can de-lvl a skill once.
It will take a while to get enough hearts to de-lvl everything though.

One question though, how did you spend your stat points (STR/INT)? Seeing as how you choose to level your skills, I'm guessing you might have made a beginner mistake there as well.

Depending on how many characters you've got, I'd consider either deleveling heuksal and force, or just starting over. Your account-bound items are just that: Account bound, not character bound. Other characters on the same account can use them, and you have a limit of 5 IIRC.

Start over (Make a new character on that account). I reckon it'll be a lot quicker than getting cursed hearts.

Since we are at 110 Cap now, mastery limit has been raised to 330 for chn chars so they can choose up to 3 full farmed masteries.

But you should first concentrate on 2 trees. As a s/s nuker it should be fire/bicheon or light/bicheon. Anyway take Ice to min lv 20 to enjoy that snow shield! And dont forget to take light to 12 if your going fire/bicheon. Speed is important.

Oh, and check what Natsuyo said, thats very important. You could still dlvl your skills. Dlvl fore, heuksal and mby fire (or light to twelve for speed). You should choose between Fire/Ice/Bicheon and Light/Ice/Bicheon. Both are strong, your just missing speed at the fire-one...
