Ok, Im been asking this question from myself over and over, but since i thought 50 lvl take forever, and now im 48 already.
So, im S/S Lightning/Cold nuker and my skillbar is (Sorry couldn't post pics since can't login , goan post them soon maybe...):

F1 (Active Skills)

1. SnowStorm-Ice shot (Cold Nuke)
2. Thunder Sky Force (2nd Lightning imbue, my skills are at 44 lvl so didn't rise them to 45 yet)
3. Wolf's Thunderbolt (Lightning Nuke)
4. Heaven lion shout (2nd)
5. Shock lion shout (1st)
6. Billow chain (5 hit combo)
7. -Empty-
8. Hp potions
9. Vigor Potions
10. Castle shield

Should I remove my cold nuke (Solt 1) and put Ice rain or second lightning nuke there, or should I move one skill to Solt 7 and start using 2 lightning nukes and Ice rain, or Lightning nukes only, also is SnowStorm Double shot (Lvl 70) worth of taking?

Lightning nukes 'n the AoE ice nuke's really all you need

can remove the 1st bk of shout 'n replace it w/ the other lightning nuke bk...
once you get to 50, replace the current ice nuke (single target) w/ the AoE one (Ice Rain)

wouldn't consider the lv70 ice nuke worth getting, though...

The only time Ice shot and double shot are worth getting will be when 120 comes out so you can get the ice field nuke. Unless for eye candy, their dmg is just too low to spend all that sp.

2 light nukes + ice rain. Really I only use 2 light nukes, lion shout, and bich skills. Ice nukes are more for ooo pretty than ooo that hurt.

I'm lvl 54 and my F1 skill bar is:

0. ghost walk

Sorry that i dont remember the names of the skills For pvp i use the light nuke, knock downs, stabs and combos.
I have snow storm ice shot on level 1, and i don't plan on using it later either.
