Skill Point Farming problem

Does SP gain depend on that is my Skill mastery lvl low or high?
Like example: If my skill mastery lvl is 30 and i kill mob which is worth for 100 Skill expirience, but if I have skill mastery lvl 31 do I get less SP?

the amount of sp you get depends on the difference between your lvl and your highest mastery lvl. that difference is called "a gap"

if your highest mastery lvl is the same as your lvl, you will get standard amount of exp and sp... with, for example, mastery 30 and lvl 31 you will get +10% sp and -10% exp, and so on... up to gap 9 (for example lvl 31 and mastery 22) which wields the maximum sp bonus (+90%) and highest exp penalty.

So If I want to farm for my 30lvl character some SP, I dont rise my Higest Mastery lvl (Lightning) when I get lvl 31 and when I get lvl 32 I'll do the same thing?

Its simple, you said you want to farm, farming means opening a gap from your character lvl to your mastery lvl. Ie you need to be 5 lvls or more above your skill mastery.

if your lvl 31 and want max skill point gainage per mob kill your mastery lvl needs to be at 22.

And for your information, to gain one skill point you need 400 skill expereince, if that mob gives you 100 skill exp per kill, you must kill 4 of them to get one skill point.
