I've see some guides that says to level Fire to 90 cap, and then delevel it to 30. what does it mean? doesnt deleveling your mastery also lower your skill levels?

im a lv 21 spear nuker. any suggestions to where to train? thanks!

you upgrate your skills with each level. you just choose which tree you wish to have, once they hit 90, they probably do not need fire anymore and they want to DELEVEL this tree (fire) just back to lvl 30, so that they have more masteries for other stuff

so lets say i delevel Fire 90 to Fire 30. The skills from Fire 90 will also be gone right?
