best place to lvl

where is the best place to lvl my 21 str archer? i went and tried out charkri workers but i dont quite kill them fast enough. i dont want to necessarily grind because i dont want to spend money on mega pots just to kill fast.
-plus if i stay at that town, to buy more arrows or repair, i would have to get a horse and charge through mobs that i might not survive
-so would it be benefitial for me to lvl at white tigers or stay at the chakri workers?
-im also mostly fire and lightning, with the lvl 1 cold buff and imbue...should i only stick with the first two and delevel the cold force?
any replies would be appreciated thanks!!

. if you were a pure str glavier you have to go to the black/white tigers...let them mob you and do the soul spear^^ I can do that 2 now but i'm 23 lol and pure int, for a archer..I really dunno cuz I never went that far with an archer^^
