how many levels of str do i need to be an int 3:1 s/s nuker?!?!

and btw is this a good build at 90 bich cold light?

ud add 22 levels of str
66 STR:201 INT is approximately 1:3
this wouldnt be the best build since ur magical balance naked is only 79%
id go for 85% or better as a nuker
maybe a 5:1 would work
