For start, both will only have 2 masteries, cause it will be based on the final cap. I already have 2 other characters which will keep me busy at the 90 and 100 cap

Pure int s/s (bicheon, lightning)
- a lot more damage
- nukes
- speed
- Bicheon skills hardly make use of the points put into strength (a lot less than heuksal or pacheon)

Pure str blader (bicheon, fire)
- A lot of defense
- status reduce
- both magical and physical defense is great
- Uses a whole lot less mp potions

Now, the main thing is, would a pure int s/s still use the chains a lot and would he be a medium tanker (without snow-shield, but probably with a lot of str added on the equipement). I've always loved the blader, but these days it ain't the infinite tanker anymore.

A int will certainly not be a medium tanker especially
without snow shield. And what do you want your character
for? PvP? PvE? General game play of silkroad?

blader because than you stand a chance against warlocks and euro strs

You need to specify what you want to achieve with this build, also an s/s nuker will use chains only generally for PVP and that is passed level 73 when they get lightning chain for status's.

Pure Str Blader hands down. Best build ever!
