Hey so basically I have a problem. I want to start up on a new server and I want to make a PLvL character to PLVL my other characters(I have 3 desktops and a laptop) at ongs but I don't want to put too much into the character. He/she needs to be a chinese character cause I hate Euro's pot delay and it needs to be the absoloute minimal level to effectively powerlevel my other characters at ongs meaning I don't really want to SP farm on the character and I would like the character to have AoE as well.
What would be the best build for this and what level would I start powerleveling at? Please try to include details to the builds, etc. If you absoloutley think a Euro would be the best for this then I'll take that too. Just post and let me know.

You have to one shot the stuff easily and be able to take some damage, I should say around 10 levels higher than ongs, makes around 45. Nuker with lightning is definitely the best choice, start one and return on ongs at every new level that you are above the ongs to test it out.

Just get to lvl 52 anything above that would help but I don't really see the point in wasting time lvling anymore then you have to. Buy yourself a nice spear and some nice gear and go plvl/pfarm *I hope your farming that char not just plvling* at the ongs

Approximately what would be the effective level?
Whatever level kills fast enough for you. It can be done at ~52 but it will be significantly slower than 64. It's up to you really.
