SP Farming.. Does it Exist?... How does it work?

The thread title says it all. I was wondering if it exists. Also, if it does exist with the 9 level gap that means at level 10 i can only have 1 mastery right?

Not quite. It means at character level 10, you can have any number of skill masteries as long as any of them don't exceed level 1 (with a 9 gap).
