ok you know how in skills you can riase the level (pressing the up button), but how high can that lvl get?

if u meant the masteries lvl, like fire mastery, bicheon mastery, etc...

then its as high as ur character level

(actually, i'm not really sure what u meant)

Yes its the same level as your character and thus will only go as far as the cap so 70 right now.
