Im lv 21 now, gap 9.. so masterys on 12.. having 5k sp.. can i make it to lv 31 with 0gapping it, masterys are pacheon,ice,light..
Or if i cant do that.. something like, pacheon 31 cold 31 ligt 28?

I believe 0gapping you have enough skillpoints to max those skilltree's at lvl 31.

Um I can't answer your question directly depending on what skills you're leveling and such, but keeping a 3 lvl gap + your current sp should keep you up to date on your skills.
