Yes of course, in fact I already said it in my previous post. There are maximum of TWO available masteries level once your character is leveled up. Press S on your keyboard, select Wizard, press the "Level Up" button, do the same things to Bard, it works too.

Masteries level only works same with your character level. Example character level 32, masteries level max you can go is level 32 as well, even though you have extra SP or extra masteries level left-over.

You can raise any of the skills in wizard skilltree provided that it is unlock. How to unlock it, is through upping the masteries level. The system is same as chinese.

When it is in low star, it is said to be a safe journey as in not worry about any high level player thieves to kill it, the only thing is the NPC thieves will spawn and attack your carrier.
On the other hand, been a high star trading meaning both NPC thieves and player thieves are able to attack you or your carrier.

Wizard is a magic-based caster that is able to hold staff as their main weapon. Which when it comes to a caster, it means to be a nuker-like attacker/damage dealer, so as you know nuker is said to be a high damage dealer that are able to kill the monster from afar and doing the highest damage ever without caring much about defense and armor. Good in PvP: 50:50. I will say yes in the sense where you are able to kill it with a blaster (using earth element skills). I will say no in the sense of the defense is super low and hp also super low as well, so you expect to die fast if you are a slow caster or having connection lag.
Good in PvE: 50:50 as well. You are doing highest damage but defense and hp is low and the pot delay nighmare will make you to quit wizard.
Best job: Thieves.
Worst Job: Trader.
I won't answer other characters because I know that you are only interested in wizard that is damage dealer. And pointless of asking the question like that.

Can you understand simply english? or you are uneducated? Oh okok I know that. Let me repeat again, that every level up of your character, you are given TWO skill masteries level. Then your next level up, you have FOUR masteries level, next level up, you have SIX masteries level and so on, basically it is just going to accumulate the free masteries level points if you are not distributed to the skilltree. Just press S, you'll see the masteries level, some sort of 28/30 whereby in this case you only have TWO free masteries level point to be distributed, like 10/25, so you will have a FIFTHTEEN free masteries level points and so on. So what to do with all those free skill points? Well distribute it when it is available.

In this case, YES, however you can only wear the armor at level 1, anything that is above that shall be red-coloured restriction.
