What is this skill for, how do i use it and what restriction does it have

Yea discord wave kinda confuzzles the enemy and reduces their aggro. Aggro is basically agression. However, if you've made the mob angry enough, they'll still attack you. Plus discord wave at that level only seems to affect most of the lower level mobs. If you were training on high level mobs I doubt it would work. Basically it keeps lower level members of your party safe from harm and stops annoying mobs who aren't much of a threat from attacking you.

The skill is for use on yourself or other players. It won't work if you cast it before a mob gets aggressive.
It functions as a counterpart to the warrior skill Taunt. While taunt builds up aggression towards a player, just as if he had damaged the taunted mob(s), Discord Wave takes away that aggression by the displayed amount (in the screenshot 2464).
So in a party you might see your healer getting swarmed, while a rogue desperately tries to get the mobs off him, you select the healer and cast Discord Wave so the aggression towards him gets reduced to a point where the aggression the rogue has built up is higher.
What I haven't tried is what happens if you are alone (and without Noise), get attacked and cast it on something that is aggressive in the first place.

Maybe because they are aggressive from the get-go and don't have anyone else to shred to pieces. If you can take some damage, try to attack one once with your normal attack, lead him to another (preferably unsuspecting) player and then cast Discord Wave.

It is an agro reducer. Ive had situations where I was soloing and the mob didnt even have something else to attack but left me alone when I self casted. It's very handy if you see your rogue/wizard zerking during a fight to drop one on them, saves your cleric from hacing to panic heal in the case the rogue/wiz gets bumrushed.
