Ice imbue better than Lightning imbue?

ok, just by looking at the 4th book of ice and lightning imbues, they both start at lvl 65, but ice is actually stronger...i always assumed lightning was stronger than ice

my question tho is; what is the strength of the ice imbue when it is maxed with these new skills, is it stronger than fire imbue at lvl 71 (374-624)?
