Another noob farming question...

Well actually 2 questions.

I'm now farming on lvl16 with a 9lv gap fire and bicheon on lvl 7 and i added the first skills. (the buff and Strike' n smash)
So now the masteries are 7 and i can lvl them up and i can add a new skill.
Now my question: can i lvl those skills up and add the new skill? or must i leave them at lvl1?

Another question.
So i don't wanna delvl i'm just gonna go on lvling but still keep my 9lvl gap.
When is the best idea to stop farming? on what lvl or on how much sp?

It doesn't matter what level the skills are on, only that your mastery stays at 7.
