another question about the top level masteries

as i know, rumours or what so ever, the final level is going to be 150,
if it doesent, then its going to be atleast 90, lets put it on the side and not argue, my question is, can i level up my mastery untill the final level? lets say the final level is 150, can i level it to 150? and will there be any new skills added?
