Rogue, would be easier to level with all the range and high damage
Bard, a nearly complete class in and of itself with fast nukes,buffs, speed and the irreplaceable noise.
Cleric, Low dmg and slow leveler but always needed in a party so if you have friends or an active guild, it always works.

I'd probably go with Warrior ...
It's the euro's highest HP build (granted it's got 1hs w/ vital), which makes tanking w/ that 15 sec delay (tossing aside hp grains) that much easier.
The fact you have a lot of moves that help, in terms of defense, is a plus as well (KB, KD, Vital, Skins, Sprint, and Stun) ...
Though, you might not have Combat Raze like the Lock Subs, or Healing Cycle & Bless like the Cleric subs, you can easily replace those skills by getting slightly better gear and using grains in the more tough situations, liken to Warrior / Rogues, just without as much firepower or versatility.
Edit: Was speaking in terms of survivability in PvE. PvP's another thing ...lol

no build/class/w.e is "best" overall. when you say best what do you really mean, best at pvp/pve/guild-fortress-party/plvl/fun? can you be more specific

Just make cleric 40... it costs almost no sps and its enough to keep your warlock warrior or what so ever alive 
If you really dont want a sub. Go warlock. It survives perfectly without sub. You just need speed pots though. and you get quickly zerk, which you are going to need vs giants.
2nd choice would be cleric. it can heal itself a lot, but the downside is lower attacks.
