Chn Nuker cap 105level

I have a few questions. The first one is about the mastery level.
On the next legend what will be the max mastery level, 300?
If it is still 300 what must we choose for s/s nuker??? (My friend tell me that he will dlvl the bicheon skill but i think it is better to dlvl the ice(if it is Bicheon/Light/Cold))
