Ok well thats what i wanna be so how would i go about building this character

90 wiz/cleric?

First off I don't reccomend Cleric sub, unless you are going to PT with it.

Euro builds, they really are.

ALL Wiz skills, except maybe fire trap and the first nukes other then Ice and Fire.

If you PT'ing, ALL Cleic skills, if soloing [WHICH I RECCO BARD!] RD and Bless.

Bard = Shit in PvP

Wizards are already pretty poor in PvP, especially against str chinese chars, having a bard sub wont help. Cleric can give you bless, recovery division and holy spell which will all save your ass in PvP, and PvE.

if u know hw to use fire trap in pvp it's very usefull.
+ it does hell of a lot damage

They are usefull in jobwars..

And I mean in real jobwars, not the run out of gate, kill and run back thing..
