All you level 90 chinese people, when the cap goes up, are you going to have to mass de-level your skills or will the max mastery go up?

I guess there'll be a mass de-leveling of masteries when higher caps come out.
e.g:

A build of 90Bich/90Fire/90Light/30Ice will have to delvl 30Ice to 0 in order to have 3x100lvls. Later on (if there'll be higher caps, like 140 or 150) you'll also have to delvl another tree to have the other two upgraded.
