Harmony Therapy and beyond!

So, my question to you is this: at what level does Harmony Therapy block champions, party mobs, and/or giants?

Or does it block any of them anymore?
I searched for a topic but they're all July or before... and they didn't specifically answer my particular question.

Ok, that's what I heard as well. But is that 1st 2nd and 3rd books? Or levels?
Example; is that the 3rd lvl of the first book? Or the third book?
