Buff is a skill that gives you like 2% more stats
...

A "Buff" is anything that you can cast on yourself or on others that gives them additional attributes above what the character could normaly do. Chinese can only buff themselves ie fireshield/grasswalk, where euro on the other hand can cast buffs on an entire party, ie int/str/holyward.
