Is it any good?
It seems like it would be great for soloing and party play. Think about it you get Noise, Speed and RD...you'd be freaking awesome!
What do ya'll think?

It works fine for me; within a party you play the one that's needed, and for solo you play bard with cleric buffs (holy word/spell, recovery division, and bless) while wearing light armor. I hardly use any pots during solo play, and my pot use during party play depends on if the other class is also available in the party. I'm currently level 78, soloing on Antelopes (82/83) or partying on wing tribe (85/87) using a 9D SOS+3 harp (I'm still waiting for the SUN drop my Karma owes me).

Levels pretty fast, not only thanks to the damage, but also a lot of party's will want you to participate
