What does the level mean for a knock-down skills? e.g. Knock-Down 50%(lvl 41)

That you have 50% chance of kding a lvl 41 mob or player (or wolf).

A lvl 42 mob/player/wolf has a lower % chance to kd and a lvl 40 mob/player/wolf has a higher % chance to be kded =]

So pvping a same lvl fully farmed blader or s/s sucks ass
