i am a hybrid nuker and am cuurently lvl 22. I am going for 90% mag balance. When people say 90% balance are they talking your naked unaided balance or with items? I only ask cause so far i have put every point into int and a m still only at 89% unequipped - were as with my armour i am currently 99%.

really doesn't matter as long as you get it one way or another.
if you have 90% base, you can add str for more hp
if you have 85% base, you can add int for higher balance, while the points that you put into str to get 85% makes you ahve more hp
and btw, your balance will become more stable when you level higher. most eople under 20(?) dont ahve over 90% balances iirc. or soemthign close to 20
