Cannot open programs after crash

I kinda browsed through this category hoping i'd find an answer to my problem.
I didn't.
Whenever I crash out of game whether its the ??? or just being disconnected from server randomly, I can't seem to open any programs. Like MSN or internet explorer. Only thing I can open up is just folders. I cant even open links on the control panel...
Any how, I have to always restart my computer to make it work correctly, but it just makes me unhappy that whenever an unexpected drop occurs, I won't be able to do anything until I restart.... pain in teh butt....
If anyone could help, that'd be great, if not, /quitlife
