That's not good. There are a couple ways to figure out what the problem is and clues that computers give you during the boot process. Does it beep? Beep twice maybe? Do you have another computer handy? Are you familiar enuf with the 'guts' of a comp to feel comfortable with swapping out cards or reseating memory?
It's like anything else when it comes to 'experts'. For every question you ask you are given five (5) in return.
PC911 Friendly, Expert Computer Help might be a fair place to start.

Lol - it happens. I used to work in the IT Department of a $5-Billion corporation. We had a maintenance contract with IBM so when one of 'my' computers had a similar problem it was a easy fix: call IBM.
Long story short, after looking at the problem the IBM tech came to my office.
"
That was quick," I said.
The IBM Techie glanced at my co-workers in the office with us and asked, "
May I speak to you privately?"
"
No, that's okay, just tell me," I replied.
"
The monitor wasn't plugged in."
