C9 Error

I keep getting a "Failed to connect to server. (C9)" Error. How do i fix this?

Your internet is to slow to connect or someone is already connected at that ip. Reset internet, if persists try restarting computer.

and make sure your firewall isnt blocking the client to connect to the internet.

would the problem also because i am on a school network?
say.. there's about 4000 of us. internet is pretty fast though.

yeahh that might do it, the server running everything might not let the connection out, has it worked previously?

i remember the other i night i managed to log in. i got to the character page where you can select your character. i didn't log in though.. i was stupid and i logged out seeing if i could also get in my other account. haven't been able to log in since. keep getting traffic or C9 error.
