Cannot download the new Euro version

I have tried to download the new Euro version but it won't download. I did download a file called SRO_GlobalOfficial_V1_110_Downloader.exe. When I click on this file I get a window pops up that says "The procedure entry point RestorLastError could not be located in the dynamic link library KERNAL32.dll. I don't know what this means. I'm not a computer guru. What is this file and how do I get this thing to work properly so I can download and play the Euro version.

I need help. Please help me fugure out what is wrong and how to fix it.
Remember I am a computer dummy. So I need it explained in laymens terms.
