silkroad.exe error

So I posted something about this a few weeks ago on SilkRoadOnline.net forums and never got a straight answer, so I'm turning here.
When a friend of mine tries to run SilkRoad, he gets an error which says Please execute silkroad.exe
Now, some information.
He has no firewall, his antivirus is up to date, Direct X is up to date.
He has uninstalled and reinstalled numerous times, to no effect.
One weird thing though, every time he reinstalls, he is missing a folder inside of his SilkRoad folder.
Also, in his system32 folder, there is no drivers folder, thus he cant find a hosts document to edit.
How does he fix this?
