Can't download Europe Client

Hey, I can't downlaod the Europe Client for some reason.
When I try to download it, a message appears saying
"It seems like "?"Torrent is already running but not responding. Please close all "?"Torrent processes and try again."
PS-The "?" is reffering to this symbol before Torrent that I don't have on my keyboard.
Please help!
