System Idle Process is supposed to "have" most of the CPU. To simplify things, just think of System Idle Process as the "unused" CPU counter. It simply shows you how much CPU is not being used.

System idle process is supposed to be there. Its not eating you cpu power. It just shows you how much of your CPU power is IDLE which mean not being used.
And about the freezing.
I think the explorer.exe process has some error.
Google explorer.exe and search for sites that scan your explorer.exe for errors. but MAKE SURE you let Microsoft Certified website to scan your computer.
Hope it helps.

Format and reinstalling windows is the most drastic step you can take. You have to make sure you backup every single file that you have in My Documents, your application settings, your address book, your mail (Outlook Express), a list of program you installed... And then you have to make sure you patch it and everything else before someone decides to scan you with nmap then exploit with Metasploit. There's always a smarter step than reinstall.
Also, I'm not sure what you mean by scan explorer.exe for errors. Not sure there are "Microsoft Certified website" either. Explorer.exe loads modules, which can be dll's. These dll's might have issues that cause explorer.exe to freeze or crash, but you can't just "scan" for errors. You often need to google the name of every dll loaded, then compare your version with the latest version...
Startup freezes aren't too bad to solve. Get Hijackthis:
http://www.majorgeeks.com/download3155.html, and run it. Click "Do a system scan and save a log file". Then post that log file back here.

Its very simple to fix tis -
START > RUN > msconfig
U wuld get the System Configuration Utility .. go to Start up tab .. uncheck all items that u tink u dont need......
Chk tis link out - gives detail instruction on how to use it for various operating systems,
http://www.netsquirrel.com/msconfig/

Hope this helps and u fix ur comp.....
POINTER - whn u use msconfig, all tat u had on ur explorer bar (tis is the bar where u have ur time seen on the bottom right corner) will be gone... dont worry u can still access them from START > PROGRAMS.
If u have more clarifications .. PM me or reply to this thread

Using Hijackthis is easier and better. Especially since it's hard for most people to figure out what processes are supposed to load, whether they're legit or not (depending on their path), etc. That way, they can post what's starting up, then we can all take a look.
