If you have high packet loss, try checking your hardware first.

Do you have a wireless router? If so, try switching to a land-line (non wireless).

Do you use a router that is connected via land-line? If so, try connecting from your modem straight to your computer.

Do you have DSL? If so, try checking the phone splitter for inconsitencies, or check the integrity of the DSL filter (usually located near the outlet).

Do you have cable? If so, restart the modem at various intervals to flush the memory.

Are you running BITS (background intelligence transfer service)? If so, shut it down.

Go to an internet test site, and do a traceroute, and check the number of lost packets between the hops, then call your ISP and ask why!
