Cant get quests

sry if it doesnt go under here but I have a quest for the blacksmith and when i talk to him I cant converse and he doesnt have the scroll over his head
im lvl 15 and i need to do the 200 bow men
Pls help

Sometimes you have to finish another quest on order to get a new one. I had the same thing yesterday.

What quests do you still have in your quest log?

I checked my own SRO, and I remembered I had the same problem. I couldn't find the 200 bowmen quest on lvl 15. But I got it when I was lvl 17.
I'm play JSRO, maybe it's different, but all the other quests were the same as ISRO.

I still have to get 20 of the bandit maps but thats for a diferent guy I also didnt get the one where you have to get the shoes from the one eyed ghosts
