Silkroad can ban networks??

From another thread when i was having difficulty trying to connect to silkroad, i realized that it was not from my side that is the problem, but the other side, more specifically, can silkroad admins/servers block out certain networks? I currently go to rutgers, and apparently a lot of kids try to get on through rutgers, but they can't access it. I contacted Rutgers help line and they say that they do not having any restrictions to games or sites. So, i have to conclude that it is because there is a certain requirement the admins require for Rutgers/college kids to play.
Thus, i'm asking, can anyone help me contact the admins to see whether or not they can allow Rutgers to access their sites/game? I think a lot of players would be really grateful.
