A server is meant to handle only so many requests at a time and funnel out so much data. When it gets way too many, you get a "Denial of Service" style natural attack. Since Silkroad.exe is trying to connect to the server, but it's seriously overburden, you get what you have now - non-updating client.
With the way the networking code is, it will wait for a response, which will take a while, so until that response comes, no start button and no update.
1. you can't download all the files at once
2. if all downloads don't complete, you have to restart
3. with everyone ddosing the server, no one is ever going to complete and you're basically creating a deadlock where no one will ever be able to finish the download because someone else who didn't finish it also is trying to connect and stoppping your request.

The main problem with democracy is that the people cannot be trusted with the power. The majority does not really know what is best for the majority. I propose a system of pulleys and levers.
