windows not starting up

i keep getting this message:

We apologize for the inconvenience , but windows did not start successfully. A recent hardware or software change might of caused this.
(then it goes on about what to do with the following options)

-Safe mode
-Safe mode with networking
-Safe mode with command prompt
-Last known good configuration(your most recent settings that worked)
-Start windows normally

-----

which ever one i choose it just takes me back to the same screen with the listed options.

any help is appreciated (:

do you have xp or vista.
