Upload/Download Speed

I'll be blunt and supply as much info as possible.
Linksys Wireless N Router is the router being used (Ya, a big pos indeed).
Moron downstairs has the main internet. Comcast with boost. The main router is there. 10k up/down speed.
Emo on the second floor has a notebook. Also leeching from the router from Moron. 5k+ upload/download speeds. Middlin' to really good.
I'm on the same floor as Emo and my upload/download is freaking 900 at most. I'm the one with the router antenna. Jackal has DSL and downloaded a game in 2 hours and my download is taking 52 hours.
Why is my connection sucking bawls?
"Signal Strength: Very Good"
"Speed 162.0" Sometimes it drops to 108.0.
The most important question - Is there a way to go into Moron's computer router settings and take some of that speed and give it to me?
