Paypal Help

sorry if this has been posted im new here and i cant go to the official site for help because i wont get any there...
i get this paypal message saying when trying to buy silk
* Notice regarding using Paypal
- To use Paypal, you must have a character of level 10 or higher.
- In the event of an anomalous transaction using the Paypal, you are limited to one attempt to complete this transaction.
- If the payment restriction is in place due to excessive failed attempts, you are not able to see Paypal option on Coin charge section and the restriction will be lifted 24 hours later from point of restricted time.
can any1 help please

do i have to wait until 00:00 sro time to purchase silk again?
