D3D9 error.

I've searched the site and only answer I'm getting is Update Gfx Drivers..

I've got a 256mb radeon X700 Pro graphics card. I went to ATI website to find drivers.

Here is DirectX 9.c, now should I be going with DirectX 10???

Anyways I've done those things so far and no luck, any ideas or solutions would be appreciated.

I fixed my problem, the ATI website does not have the correct(updated) drivers. Try Silkroads homepage>downloads>windowsXP drivers. Also reinstall DirectX just to be safe.
