Error loading the game up, after reformatting my computer

Hello, I am getting this really annoying error, that I don't know how to fix..and it's been happening ever since I reformatted my computer. It was fine before that, now it just won't even turn on. Below is the error that I get whenever I try to turn the game on:

Drivers installed ok? Whats your DX version?

Well, technically, no..it's just a skin. And also, to further add onto my first post, that screenshot was taken by my friend..he's having the problem, and whenever I tried uploading his picture that he took, it would say, not a valid image file...so I decided to open the picture up, and take a picture of it in my screen; then upload it. That seemed to work, but we still haven't figured out what's wrong with his game/pc etc...

Either no drivers directx or frameworks
